during this symposium, we have addressed the question of the imbalance between educational need and educational capacity. Of course, this question has been asked in France. What are the answers? Are they adequate? Are they specific to the French situation or can they be used in a wider range of countries or systems? The purpose of this paper is mainly to ask these questions, and only to suggest answers. Although based on the French situation, they might thus have a more general outreach….
